Hi
Your cat is your property in law and therefore anybody who takes your cat without your consent is theft. The police therefore should investigate this allegation, as it is potentially a criminal matter.
If the lady is not opening the door to the police, then the latter can obtain a warrant to search her property. But it would be helpful if you have some evidence that your cat is locked in there. A photograph perhaps when the cat is at the window but you must be careful as not to be seen harassing this person. How about asking the neighbours living next door to keep an eye? They could be used as witnesses.
If you can, try and persuade the police to go round there again.
By the way, is your cat microchipped and do you have pictures?
